DESCRIPTION:Continued consolidation of the U.S. banking industry and genera
 l increase in thesize of banks has prompted some policymakers to consider 
 policies to discourage banksfrom getting larger\, including explicit caps 
 on bank size. However\, limits on the size ofbanks could entail economic c
 osts if they prevent banks from achieving economies ofscale. The extent of
  scale economies in banking remains unclear. This paper presentsnew estima
 tes of returns to scale for U.S. commercial banks based on nonparametrices
 timation of bank cost\, revenue and profit functions. We present estimates
 for both 2006 and 2012 to compare the extent of scale economies in banking
  some fouryears after the financial crisis and two years after enactment o
 f the Dodd-Frank Actwith scale economies prior to the crisis. We find that
  most banks faced increasingreturns to scale in cost in both years\, thoug
 h results for the very largest banks in 2012are somewhat sensitive to spec
 ication. Further\, most banks faced decreasing returnsin revenue in both y
 ears\, though nearly all banks could still increase revenue and profitby b
 ecoming larger.
